What is Display Screen Equipment?

The Display Screen Equipment Regulations 1992 were introduced to implement the European Directive on the health and safety requirements for workstations.   Previously, there were no other legislative provisions for the use of this new technology, apart from the general duties imposed by the Health and Safety at Work etc Act 1974. However the advent of all this new technology brought with it a spate of new health and safety issues such as musco-skeletal problems and stress. Whilst these are not an inevitable occurrence when working with the equipment, it was important that recommendations were introduced to help reduce the likelihood of the incidence.

Many employers have also been unclear on the definition of display screen equipment.  According to the Display Screen Equipment Regulations it refers to ‘any alphanumeric or graphic display screen, regardless of the display process involved’.  It is important to note that this does cover older style cathode ray tube displays as well as more modern Tft and LCD display units.  Screens used to show television or films have sometimes wrongly been classed as display screen equipment, this equipment howevere is not classed as display screen equipment unless the primary use to is display text, numbers or graphics.

It is also important to understand who is covered under the Regulations as a ‘user’.  The Regulations state that anyone who ‘habitually uses display screen equipment as a significant part of his normal work’ will be classed as a user.  However to establish who will be covered there are further criteria specified in the regulations to make it clear if someone is in fact a user and the provisions of the regulations apply.

Many Employers have wondered whether the requirements of the Display Screen Equipment Regulations apply to portable DSE or Laptops that so many people now use.  According to the regulations it is indeed the case that this type of equipment is subject to the requirements of the regulations.  Of particular importance to employers is to try and enable users of portable DSE to adopt the correct postures when using the equipment and to take suitable breaks.  For example, whenever possible the users should try and get the equipment placed on a firm surface at a comfortable height for them to work at.  If the laptop is in constant use employers should take extra steps such as introducing docking stations.
The regulations themselves do not apply to any children or students, as they are not classed as employees and are therefore not at work.  However, it is in the employers interest to make sure their activities on display screen equipment do not subject them to any risk of injury as the general duties of employers under the Health and Safety at Work etc Act 1974 require that employers work activities should not put those not a work at risk.
Many employers are often puzzled as to how often they should carry out display screen assessments of user’s workstations.  According to the regulations the assessments should be carried out, when a new user starts work or when there have been significant changes to the work desk e.g. new equipment.  Assessments must also be reviewed or repeated if the user begins to feel any discomfort in their work routine or reports a problem, i.e. wrist pain.
